Personally I would say Flash seeing as the majority of websites use it in some way or another.

Flash. After effects is more for long term and video projects.

Adobe Flash and Dreamweaver. After Effects only works with Adobe Premier.
Definitely flash as it is directly compatible with all web pages and programmable (interactive).
I have both and I would have to say Flash for web designers. It’s so versatile. Good luck.
