Absolutely not; a lot of browsers (especially older ones) have trouble loading javascript properly (and looking the same in all browsers). Also, many people turn off JS in their browsers so they’ll never see it. PHP is definately the most cross-platform, stable, easy-to-use language out for web design.
JS deals with stuff already on the page where as PHP works behind the scenes, connecting to databases and doing many other tasks that a webpage really needs.
